Hong Kong Eases Crypto Rules To Attract Global Liquidity

2025/11/04 00:10

Hong Kong plans to ease crypto trading rules to let licensed platforms connect with global liquidity pools and encourage more trading in the city.

The Securities and Futures Commission (SFC) said the changes will allow local exchanges to merge their local order books with global ones and expand the range of digital asset products they can offer, including tokenized securities and stablecoins approved by the Hong Kong Monetary Authority.

The moves are part of Hong Kong’s broader push to position itself as Asia’s leading crypto hub while maintaining strict investor protections. The city has already introduced a licensing regime for exchanges and ETF (exchange-traded fund) products tracking Bitcoin and Ethereum.

“Today, we take a significant step to connect with global liquidity,” said SFC Chief Executive Julia Leung. “Making steady strides in market liquidity and business offerings is crucial to sustaining the growth momentum of Hong Kong’s digital asset ecosystem.”

Crypto Platform Operators Can Connect To Global Order Books

Buy combining local and global order books, the SFC believes that “Hong Kong investors stand to benefit from enhanced market liquidity and more competitive pricing,” while still being protected by “robust safeguards to mitigate additional risks.”

Previously, orders had to be pre-funded and settled within Hong Kong’s borders. Local crypto platforms that intend to connect their order books will need to obtain written approval from the SFC.

Crypto Firms Can Offer More Trading Services

The SFC also said that crypto platform operators will be allowed to offer trading in digital assets without a 12-month operating track record, a permission that only applies to professional investors and to stablecoins that are currently licensed by the Hong Kong Monetary Authority (HKMA).

The SFC is now also allowing the platform operators to distribute tokenized securities as well as other digital asset-related investment products.

In addition, the SFC said that companies affiliated with those trading platforms can provide customers with custody services for their digital assets or tokenized securities, even if the assets are not listed or traded on the platforms

Hong Kong has also been on a three-year push to become a regional leader in digital assets, and has so far established a licensing regime for crypto platforms, listed exchange-traded products (ETPs) that track BTC and ETH, and currently oversees crypto funds as well.

Interestingly, investors appear to be treating this decline as an entry point rather than an exit signal. Pi Coin Investors Pour Money The Chaikin Money Flow (CMF) shows strong investor conviction in Pi Coin. Despite the crash, the indicator has sharply climbed to a three-month high, signaling significant inflows into the asset. This suggests that investors are not abandoning Pi Coin but instead allocating fresh capital at discounted levels. Buying activity during periods of weakness often fuels price recovery, and Pi Coin seems to be benefiting from this pattern. The Relative Strength Index (RSI) has slipped into oversold territory below 30.0, a level that often signals saturation of bearish momentum. Historically, Pi Coin has reversed trend after dipping into this zone. If market conditions remain stable, Pi Coin could replicate past recoveries from oversold levels. The RSI suggests that selling pressure may have peaked, opening the door for a rebound. A favorable shift in sentiment across the broader crypto market could accelerate this move. Pi Coin RSI. Treasury opens comment period to shape GENIUS Act into stablecoin regulation

The post Treasury opens comment period to shape GENIUS Act into stablecoin regulation appeared on BitcoinEthereumNews.com. The U.S. Treasury Department launched a formal process to transform the newly enacted GENIUS Act into a framework of regulations for stablecoins, inviting the public and crypto industry to weigh in on key compliance issues. The department opened an advance notice of proposed rulemaking on Sept. 18, the first step in gathering feedback before drafting detailed rules. The move gives businesses, policymakers, and the public until Oct. 20 to respond to dozens of questions, including how issuers should custody reserves and how U.S. oversight compares to emerging foreign regimes. Illicit finance and oversight The Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act, signed into law earlier this year, was the first major U.S. crypto legislation. The law directs Treasury and other agencies to establish standards for issuers, clarify tax treatment, and enforce anti-money laundering and sanctions compliance. Treasury officials highlighted that the rules must balance state and federal oversight while building mechanisms to detect illicit finance. The notice follows a separate request for input last month focused on anti-money laundering risks in digital assets. The public comment period also covers whether additional clarity is needed for reserve asset custody, how prohibitions on issuers should be structured, and how international frameworks should interact with U.S. regulations. Political and market context Republicans in Congress and federal regulators aligned with President Donald Trump have pressed for rapid rulemaking to position the United States as a global hub for digital finance. Lawmakers are also advancing a broader market structure bill, the Digital Asset Market Clarity Act, which has cleared the House and is under Senate discussion. Meanwhile, the industry is monitoring the economic backdrop, and some have raised concerns over whether it will continue to grow at its current pace. JPMorgan analysts recently cautioned that growth in stablecoins may plateau unless the overall…
